Garcia was born and raised on the West Side of San Antonio and graduated from Memorial High School in the underfunded Edgewood Independent School District. He worked construction jobs while attending St. Philip's Community College before joining the Bexar County Sheriff's Office at age 21. Over nearly two decades, he has served in various capacities: jail officer (where he led the Inmate Worker Program for rehabilitation), patrol officer, SWAT Crisis Negotiation Team member handling life-or-death situations, and most recently as Public Information Officer for Sheriff Javier Salazar for seven years.
