McNeal was born in Illinois and was raised in Texas. He attended public school where he swam, played soccer and lacrosse. He was a Boy Scout and attained the rank of Eagle Scout at age 12. McNeal comes from a family of veterans with strong South Dakota roots. His Great Grandfather Herman Kulpaca served in the US Army during WW 1 and was elected for 2 terms as Mayor of Lead, SD. His Grandfather Charles Kulpaca, OD served in the US Army during WW2 and had an optometry practice in Rapid City for over 40 years.

Address national debt
McNeal said the national debt sits at the center of his campaign. He argued that neither party is speaking honestly with voters about the long-term sustainability of the federal budget, stating "We can have it hard now and easy later, or easy now and hard later." He said that means confronting the biggest drivers in the federal budget, including Social Security and health care spending. McNeal said the current formula must be addressed if Social Security is to remain viable for future generations.
End corporate subsidies
McNeal pledges to repeal the 45Q tax credit and end taxpayer-funded subsidies for private carbon pipeline projects, stating "Corporations should succeed based on merit and market demand—not government handouts funded by American taxpayers."
