safe rCook Political Report, Inside Elections, Sabato's Crystal Ball (as of December 2025)

TX-19 is a heavily Republican district with a Cook Partisan Voter Index of R+25, making it one of the 9th most Republican districts nationally. The district gave Trump 75.3% and Cruz 73% in 2024. A Democratic victory here would be unprecedented and would signal a major nationwide Republican collapse. Focus remains on Republican primary dynamics.

Summary

Abraham Enriquez is a lifelong West Texan born in Lubbock and a nationally recognized conservative leader. He founded Bienvenido (formerly Bienvenido US), one of the nation's most influential conservative Hispanic outreach organizations focused on mobilizing and empowering Hispanic young adults to promote principles of individual liberty and sound policy. At just 24 years old, Enriquez shaped Bienvenido to play a pivotal role in advancing conservative policies during the Trump administration. He graduated in 2018 from Abilene Christian University with a bachelor's degree in Political Science with double minors in International Business and Spanish with a concentration in Pre-Law. He previously served as a volunteer minister and is a Spanish news commentator.

Tom Sell is a fifth-generation West Texan and conservative businessman with deep roots in agriculture policy. A Texas Tech graduate with degrees in Agribusiness and Law, Sell previously served as Deputy Chief of Staff for the U.S. House Agriculture Committee under Congressman Larry Combest, where he helped craft the 2002 Farm Bill and the Crop Insurance Reform Act of 2000. He then founded a law firm with Combest in Lubbock focused on agriculture and trade policy. Sell is a devoted family man with four children, three of whom are in college and one serving as a U.S. Army officer.

Kyle Rable is a U.S. Army Reserves Captain and Texas Tech PhD candidate from Lubbock, serving as Secretary of the Lubbock County Democratic Party. He is a member of the Communications Workers of America and comes from a family of immigrants, workers, and veterans. Rable earned his bachelor's degree from the University of Toledo and a master's degree from Bowling Green State University before pursuing his PhD at Texas Tech, where he and his wife Kristen have raised their newborn son.

Key Issue Positions

Immigration and Border Security
Strict border control and Trump administration alignment
Top priority to make Trump's border policies permanent. No amnesty, permanently secure border, deport criminals. America used to control borders seriously.
Energy Policy
Full support for oil and gas
Protect oil and gas jobs and defend American energy independence against reckless policies
Government Spending and Regulations
Cut regulations and federal spending
Regulations and spending squeezing working families
Religious Liberty and Cultural Issues
Restore religious expression in government
Require federal buildings to display Ten Commandments or Judeo-Christian heritage expressions
Higher Education
End woke indoctrination
Hold universities accountable for product. Restore higher education to education, not indoctrination. End policies fleecing young people.
Agriculture and Farm Policy
Comprehensive support for farmers and ranchers
Played key role advancing Farm Bill and crop insurance legislation. Supports independent, entrepreneurial family farms with strong conservation policies. Addresses volatile markets, drought, wildfires.
Energy
Full support for oil, gas, and nuclear energy production
West Texas is on leading edge of technology development in nuclear and other forms of energy. Pro-business environment essential for investment.
Economy and Deregulation
Smart deregulation is key to helping small businesses and agricultural producers thrive. Support local, community-invested financial institutions.
Trade
Better trade deals for agriculture
Major problem: all cotton processing beyond the gin has been offshored. Must stand by farmers to keep foreign powers from taking over U.S. industry.
Immigration
Work to ensure Trump's border policies outlast his second term
Supports secure borders
Rural Healthcare Access
Expand and fully fund rural healthcare
West Texans rely on access to rural hospitals to stay healthy. Current congressman's bill would close 6 rural hospitals in region already suffering from lack of access.
Agricultural Support
Prioritize farmers and rural communities
63% of cotton farmers are making less than $10,000 per year. Families sink into debt while water table drops. Both parties have neglected rural communities.
Healthcare Reform
Fix broken system that overcharges Americans
Americans spend more per person on healthcare than any other country yet have lowest outcomes. Insurance companies profit on backs of working people.
Cost of Living
Enforce fair pricing and break up monopolies
Cost of living skyrocketing while corporations rake in record profits. Small formula costs, diaper costs, gas prices all rising.
Trade Policy
Rein in Presidential trade war powers
Americans should not pay excess tariffs in Trump's trade war with longtime allies
