Election: Nov 3, 2026Updated: Apr 10, 2026

safe rCook Political Report - Cook Partisan Voter Index R+11

This district is solidly Republican with a Cook Partisan Voter Index of R+11. The seat has been held by Republicans since 1978. While the district spans more San Antonio-centric areas post-redistricting, the Republican advantage is substantial. A Democratic flip here would be remarkable but unlikely given historical voting patterns.

Summary

Dan McQueen is a former mayor of Corpus Christi, Texas who is running as an independent candidate in the general election. He is a Navy veteran with a bachelor's degree in professional aeronautics from Embry Riddle Aeronautical University and a master's degree in computer information systems. McQueen previously ran for Congress as a Republican candidate in the 35th Congressional District in 2022, losing head-to-head to Democrat Greg Casar. He served as mayor of Corpus Christi, assuming office in 2016, but resigned after just one month in January 2017. He is now attempting to run for the 21st District seat as an independent, running separately from the primary process.

Dr. Kristin Hook is a biological scientist with a PhD in animal behavior from Cornell University and a former middle school science teacher through Teach for America. She was born and raised in Corpus Christi, Texas by a single mother who did not attend college, making her the first in her family to earn a PhD. Hook has extensive experience in federal government, having served as a policy fellow in Senator Elizabeth Warren's office, a biologist at the National Institutes of Health, and a biologist at the U.S. Government Accountability Office. She moved back to Texas in 2022 and is now based in San Marcos. Hook was the Democratic nominee for this district in 2024, losing to incumbent Chip Roy by 25 percentage points with 36% of the vote. In March 2026, she won the Democratic primary with 60% of the vote in a three-way race against Regina Vanburg and Gary Taylor.

Mark Teixeira is a former Major League Baseball player and World Series champion who played for the Texas Rangers, Atlanta Braves, Los Angeles Angels, and New York Yankees. He earned a bachelor's degree in business administration from Georgia Tech. Teixeira retired from baseball in 2016 and moved back to Texas in 2021. He is making his first-ever run for elected office. In the March 3, 2026 Republican primary, he won decisively with 60.9% of the vote, avoiding a runoff.
