Summary

Lindsey Olin Graham (born July 9, 1955) is the senior U.S. Senator from South Carolina, serving since 2003. A former U.S. Representative, Graham has become a prominent voice on national security and foreign policy. He served in the U.S. Air Force JAG Corps and Air Force Reserve, earning a Bronze Star. Graham holds a B.A. and J.D. from the University of South Carolina. He has transitioned from an initial Trump critic in 2016 to a close Trump ally, particularly after their March 2017 meeting. As Chair of the Senate Budget Committee, Graham has focused on economic policy, border security, and federal spending reduction.

Background

Graham was born in Central, South Carolina, to parents who ran the Sanitary Cafe, a restaurant/bar/pool hall/liquor store. He was the first in his family to attend college. His mother died of Hodgkin's lymphoma when he was 21, and his father died 15 months later of a heart attack. These early losses matured him significantly. Graham attended the University of South Carolina for both undergraduate and law school, then served in the U.S. Air Force JAG Corps from 1982-1988, working as a defense attorney and chief prosecutor in Europe. He was awarded a Bronze Star for meritorious service. After military service, he practiced law and served in the South Carolina House (1993-1995) before being elected to the U.S. House (1995-2003). He has never married or had children, which has been a topic of speculation in political circles. Graham served as one of the House impeachment managers during Clinton's impeachment in 1998.

Key Issue Positions

Foreign Policy and Military Intervention

Hawkish, internationalist; strong supporter of military intervention

Graham is known as a war hawk who consistently supports military interventions. He has been a vocal advocate for U.S. involvement overseas, including support for interventions in Iraq, Yemen, Syria, and Ukraine. Recently endorsed Trump's push for peace with Iran while maintaining hawkish rhetoric.

Voting History: Consistent voting record supporting military spending and interventions. Recently (March 2026) supported Trump's Iran negotiations while maintaining strong defense posture. Opposed Trump's January 6 pardons for Capitol rioters.

Senate Budget and Federal Spending

Fiscal conservative opposed to waste; committed to balanced budget

As Senate Budget Committee Chair, Graham emphasizes cutting out-of-control federal spending and addressing the national debt, which he calls 'a security threat.' Supports 5% annual federal spending reductions per department.

Voting History: Voted against the Fiscal Responsibility Act of 2023. Claims to have helped push Trump's spending priorities through the Senate.

Trump Alignment

Evolved from Trump critic to strong Trump ally

Graham initially criticized Trump sharply in 2016 but completely reversed position after Trump won. Now serves as Trump's close ally and golfing buddy. Received Trump's 'Complete and Total Endorsement' in March 2026.

Voting History: Strong voting support for Trump's Cabinet nominees and legislative agenda. However, has occasionally disagreed with Trump on Iran policy, Ukraine support, and January 6 pardons.

Voting Record

Graham has a mixed conservative record. Heritage Action gives him a 66% session score and 56% lifetime score. He has sponsored 20 bills that became law. His voting record reflects hawk positions on defense and a moderate-to-conservative stance on fiscal matters.
